Until accepting the appointment, she was an independent consultant, working with local governments to help improve public library services.       Her background included executive recruitment, management audits, planning projects, needs assessments and staff development programs for libraries all over the west coast and southern cities.       Simmons served as director of the Sunnyvale Public Library from 1986 to 1995. During part of that time, she directed that city’s information technology department in addition to its bibrary. She also held library directorships in Fall River and Methuen, Massachusetts, and spent five years with the North Carolina State Library.
